Administrators at the University for Development Studies (UDS) have declared an indefinite strike effective Tuesday, May 27, 2025, in protest against what they describe as a unilateral and unfair directive from the Ghana Tertiary Education Commission (GTEC) to halt the payment of office-holding allowances.
In a statement issued by the University’s branch of the Ghana Association of University Administrators (GAUA-UDS), the group described the action by GTEC as a violation of long-established conditions of service, and a breach of trust that threatens the welfare of over 100 affected members.
“This decision follows the unilateral directive by GTEC on 28th April, 2025 to stop the payment of office-holding allowances of GAUA-UDS members serving in management and leadership positions in the UDS,” the statement read.
The association pointed out that the same GTEC had earlier approved the offices with headship roles in a letter dated September 18, 2023. GAUA-UDS said the reversal of that decision without consultation represents bad faith and a disregard for due process.
Despite a letter from the GAUA National Executive Committee dated April 25, 2025, which appealed to the Minister of Education to intervene, GTEC went ahead to enforce the directive.
“This heartless withdrawal of allowances,” the group stated, “has severely affected 108 members of GAUA-UDS. Indeed, some members may not be able to subsist to the next salary payday.”
At an emergency meeting on Monday, May 26, GAUA-UDS members unanimously resolved to suspend all services and responsibilities. They are demanding the immediate withdrawal of the directive, full restoration and payment of all withheld allowances, and the establishment of a Ministerial Committee to develop a framework for office-holding compensation and related welfare issues.
“This strike will remain in force until the said directive is withdrawn, the withheld allowances are restored and paid, and constructive dialogue is initiated to resolve the matter in good faith,” the statement emphasized.
The strike is expected to disrupt administrative functions at UDS as the university community awaits further developments.
