Service disruptions violate social contract with consumers – Justice Dotse

Retired Supreme Court Judge and Board Chair of CUTS International, Justice Jones Dotse, has asserted that disruptions in essential services—such as electricity, telecommunications, and banking—constitute breaches of the social contract between service providers and consumers.

Speaking at the World Consumer Rights Day event and the launch of the State of the Ghanaian Consumer Report 2025 in Accra on Wednesday, March 19, 2025, Justice Dotse emphasized the need for greater accountability in the provision of public services.

He stressed that frequent power outages, unreliable telecommunications, and a lack of transparency in banking services are not mere inconveniences but fundamental violations of consumer rights.

“Let me be equivocal, this report is not destined to be a ceremonial artifact unveiled before cameras today only to gather dust tomorrow, no! CUTS is resolute to translate its findings into action. Cuts Internatioal will collaborate with key bodies; the Public Utility Regulatory Commission, the National Communication Authority, the National Road Safety Authority, the Ghana Civil Aviation Authority, and the Bank of Ghana to confront the concerns raised by Ghanaians head-on. I trust we can count on the cooperation of all the regulatory bodies.

“Whether it is the frustration of erratic power supply, frequent power outages, unreliable telecommunications, or information asymmetry in banking services, these are not mere inconveniences they are breaches of the social contract that we have signed with them and these demand remedy,” he stated.
