Djibouti’s Foreign Minister, Mahamoud Ali Youssouf, has emerged victorious in the election for Chairperson of the African Union (AU) Commission, securing the top post in a tense vote.
The election, held on February 15, 2025, at the 38th Ordinary Summit in Addis Ababa, Ethiopia saw fierce competition, particularly in the early rounds, where Kenya’s Former Prime Minister Raila Odinga initially appeared to hold a strong lead.
However, after a prolonged and closely contested battle, Youssouf triumphed, winning the support of AU member states. His victory is a significant moment for Djibouti’s diplomatic influence within the continent.
In his campaign prior to the election, Mahamoud Ali Youssouf pledged commitment to youth, employment and the Africa Diaspora as well as provided clear and determined leadership to advance the mission of the AU.
‘’I will advocate for a collaborative and inclusive approach, celebrating diversity, merit and skills. Promoting a culture of accountability and transparency will be essential. I will ensure compliance with financial and regulatory rules, along with rigorous accountability for our activities.
“Effective and accountable governance is key to strengthening our institutional foundations,’’ he stated.
The new AU Commission Chairperson, Ali Youssouf has more than three decades of experience in diplomacy and governance. As foreign Affairs Minister, he restructured initiatives including the establishment of strategic directorates such as the Communication, Legal Affairs, and Diaspora Engagement Directorate.

First Round: Kenya’s former Prime Minister Raila Odinga led with 20 votes, followed by Youssouf with 18 votes and Madagascar’s Richard Randriamandrato with 10 votes.
Second Round: Youssouf secured 25 votes, while Odinga received 21. Two countries abstained.
Third Round: Odinga was eliminated after maintaining 21 votes, while Youssouf increased his tally to 26 votes.
Final Round: Youssouf secured 33 votes, crossing the required majority to clinch the chairmanship.
