Bagbin’s partisan decisions fueling parliamentary impasse – Adomako Kissi

Dr. Dickson Adomako Kissi, Member of Parliament for Anyaa Sowutuom, has attributed the ongoing parliamentary impasse to recent rulings by Speaker Alban Bagbin.

Speaker Bagbin had declared four parliamentary seats vacant, a decision later stayed by the Supreme Court. This declaration intensified tensions, with the National Democratic Congress (NDC) caucus claiming a majority in the House—a stance strongly contested by the New Patriotic Party (NPP) caucus.

On Thursday, November 7, 2024, Speaker Bagbin adjourned the House indefinitely, citing the lack of a prepared agenda after the Business Committee failed to meet and set topics for discussion.

The session had been convened at the NPP caucus’s request to address critical legislative matters, but no Majority MPs were present in the Chamber. Bagbin expressed disappointment at their absence, which prevented the formation of an agenda.

In an interview on The Big Issue on Channel One TV, Dr. Kissi voiced concerns over the perceived partisanship in Speaker Bagbin’s decisions.

While he affirmed his respect for Bagbin, Dr. Kissi suggested that the Speaker’s long-standing affiliation with the NDC may have influenced his recent rulings, contributing to a more polarized parliamentary environment.

“Let me admit one of the unfortunate things which I think is beleaguering all of this. At some point in time, we all become partisan, and I respect the speaker a lot but I think that some of his decisions are being coloured by his party affiliation and I won’t fault him for that. He’s been with the party for several decades even before my birth…We all at some point when pushed to the wall will bring to bear our ‘partyness,'” he stated.

He lamented that Bagbin has missed opportunities to correct perceived injustices in parliamentary decisions, despite having previously criticised past speakers for their errors.

Dr Kissi expressed his disappointment, stating “…I am troubled and almost in tears to say that I was really hoping that he would right the wrong that Prof Mike Oquaye did.

“That is my thinking and I think that the current speaker missed the opportunity really based on his many numerous submissions where he’s corrected other speaker’s because he thought they were wrong in their decisions.”
