10 state institutions owe GRA over GH¢1bn in taxes

Ten state institutions including the Ghana Airports Company and Electricity Company of Ghana owe in excess of GH¢1 billion in taxes.

This was revealed during an engagement between the Public Accounts Committee sitting and the Ghana Revenue Authority on July 29, 2024.

Although some of the entities are viable and have given an indication of payment, the committee raised concerns over redundant ones like the Tema Oil Refinery (TOR).

A ranking member on the committee, Kofi Okyere Agyekum questioned the officials from the Ghana Revenue Authority saying, “If you look at the list some of the companies like the Tema Oil Refinery, Produce Buying Company Limited, and others are virtually dead, what are you going do about such companies?

The GRA officials in a response said: “Ghana Airport Company and Graphic Corporation currently are having cash flow challenges. They’ve indicated to us that we need to give them a moratorium to be able to come back to us. So, for them, they are prepared to pay once their cash flow is resolved.”

The Minister of State at the Finance Ministry, Abena Osei Asare speaking on companies that are unlikely to pay their taxes indicated “Mr Chairman we have done this before. We brought it to parliament; we went through a process [and] brought some to parliament for parliament to write it off.

“If it becomes necessary after all avenues to collect these monies have failed, we will go through that process and then come to parliament for permission to do that.”
