Richard Jakpa, the third defendant in the ongoing trial concerning ambulance procurement, has asserted that former Finance Minister, Seth Tekper, is best positioned to clarify why the contract’s stipulations were not followed.
On Tuesday, Attorney General (AG) Godfred Yeboah Dame questioned Mr Jakpa in court regarding the contract’s non-compliance.
Dr Cassiel Ato Forson, the Minority Leader, Sylvester Anemana, a former Chief Director at the Ministry of Health, and businessman Jakpa are currently on trial. They are accused of causing a financial loss of €2.37 million to the state.
The charges against them include contravening the Procurement Act and misappropriating public property in connection with the purchase of 200 ambulances for the Ministry of Health.
The prosecution claims that the government incurred significant financial losses due to non-compliance with the contract’s terms.
In response to the question, Mr Jakpa clarified that he was not the finance minister, stating, “I wasn’t the minister of finance. Honourable Seth Tekper was the minister at the time. He can best explain why he did not comply with the sovereign will of Ghanaians through their representatives in parliament.”
